South Kelantan Development Authority (KESEDAR) is a Regional Development Authority was established on March 2, 1978 under South Kelantan Development Authority Act 1978 (Act 203). The launch of the opening of its establishment executed by the late Tun Hussein Onn, third Prime Minister of Malaysia on March 5, 1978 located at Kampung Batu Gajah, Tanah Merah, Kelantan. Establishment KESEDAR aimed to balance the composition of the population of the South with the North Kelantan Kelantan, eradicating poverty and restructuring society. South Kelantan is a hilly area where almost 50% of it has a slope greater than 25 ° and only 10% only with a slope of less than 15 °. Despite having a large area but only 20% are potential for the development of the agricultural sector.
